The Brief

Prepare a detailed housing supply and capacity assessment for the Wimmera Southern Mallee region to better understand the potential long and short-term future supply (by location) of new housing. The assessment is also to inform short and long-term planning and investment decisions by local government authorities in the region.


The Challenges
  • Mapping existing residential supply data including the number and location of existing vacant residential land (both serviced and en-globo), and recent residential development across twenty-one townships in the Wimmera and Mallee region.

  • Applying a common method across the region to estimate the potential supply of additional housing based on existing policies.

  • Consulting with landowners to understand their level of willingness to redevelop over the next 5 or 10 years.

  • Completing high-level feasibility assessments for new developments on various sites across the regions to quantify the level of subsidy required for the development to be commercially feasible.


The Outcome

The delivery of a detailed report providing a regionally consistent approach to assessing housing supply and capacity, through the identification of existing serviced residential allotments and en-globo land parcels for potential future development. The report provided a database, extensive mapping and a framework which can be implemented and monitored over time by local organisations.
